Personal assistance is a right according to the the Swedish law "Persons with certain disabilities act". Persons with major and permanent disabilities, that is not caused by normal aging, has the right to obtain personal assistance, that is support adjusted to the individual preferences.
The local community is responsible for personal assistance and is financially responsible for the first 20 hours of assistance per week.
Persons who need assistance to eat, to tend to personal hygiene, to communicate, and to move around for a total amount of time exceeding 20 hours per week will have their assistance financed by the state.
This means funds are made available to the individual or the organizasion of the individual's choice. Most persons choose the local community as provider of personal assistance but some choose a private enterprise or a cooperative, for instance Brukarkooperativet JAG for individuals with major disabilities including MR or STIL.
Some individuals choose to be employers themselves for their personal assistants. Personal assistance has been a revolution for persons with major disabilities. With personal assistance these people have gained control over their own lives and personal integrity!
